The project was launched to provide solar photo voltaic based mobile phone charging facilities across 5000 villages by augmenting centralized Solar Charging Stations (CSCS). USOF signed an agreement with The Energy and Resources Institute (TERI) on 29.04.2010 for four years. As per agreement, TERI was entrusted with the responsibility of establishing the charging facilities in villages, which were either un-electrified, or electrified with per day electricity supply of less than 6 hours.

Before installing the charging facilities, TERI verified the availability of the mobile users in the select villages. TERI was solely responsible for the provision and operation of necessary equipment and systems, training and handholding of local institutions, treatment of customer complaints, collection of usage charges and issuing of receipts if any, thereof, attending to claims and damages arising out of his operations. The tariff packages were prescribed in the agreement signed.

Roll Out

TERI received the subsidy after installation and commisioning of Solar PV Based Mobile Phone Charging Facilities. The subsidy for each charging facilities was disbursed in three installments:

  1. Front Loaded Subsidy (FLS) equal to 60% of the total subsidy payable
  2. First Annual Subsidy equal to 20% of the total subsidy payable
  3. Second Annual Subsidy equal to 20% of the total subsidy payable

TERI was eligible to submit the claim for FLS at the end of the quarter when the charging facilities were installed and made functional.

The First Annual Subsidy was payable at the end of the quarter when the charging facilities completed one year of satisfactory service from the date of installation.

The Second Annual Subsidy was payable at the end of the quarter when the charging facilities completed two years of satisfactory performance from the date of its installation.

 * Roll out condition has been ammended for Year-I vide letter No. 30-170/2009-USF(Vol.IV) dated 18.04.2011

For the Infrastructure Sites not provided as per the rollout required to be achieved, without prior written concurrence of the Administrator, the delayed period shall entail recovery of liquidated damages (L.D.)
