The Amended BharatNet Program (ABP) emphasizes the transformation of the existing BharatNet infrastructure into a resilient IP‑MPLS ring‑based architecture, replacing earlier linear topologies. This architecture enhances network redundancy, availability, and fast fault restoration, while supporting advanced features such as Quality of Service (QoS), secure virtual routing, and seamless integration with state and national networks. Centralized and State Network Operation Centres (NOCs), fault management, performance tracking, and service assurance.

Status so far

ABP represents the next phase of BharatNet (following Phase I and Phase II), aimed at strengthening and futureproofing rural broadband connectivity in India. Approved by the Union Cabinet on 04 August 2023, the program moves beyond infrastructure creation to a serviceoriented and professionally managed model, leveraging specialized agencies for network construction, upgradation, and maintenance. The objective is to establish a robust, scalable, and reliable broadband network across rural and remote areas.

The program ensures highcapacity connectivity up to the Gram Panchayat level, enabling inclusive digital growth.

BSNL has been designated as the Project Management Agency (PMA). Professional agencies are selected through a transparent bidding process for network deployment and longterm operations. Connectivity from Blocks to approximately 2.64 lakh Gram Panchayats is being implemented under contracts of 10 years, including 3 years of operations and maintenance, ensuring accountability and service quality.

Beyond Gram Panchayats, ABP enables demandbased broadband connectivity to ~3.8 lakh villages. A key utilization initiative is the target to provide 1.5 crore rural home fibre connections over 5 years under the BharatNet Udyami Model, significantly enhancing lastmile connectivity.

The program is being implemented nationwide through 16 packages, with BSNL having completed the selection and agreement process for Project Implementation Agencies (PIAs).

ABP also includes a State‑led implementation model, allowing execution through SPVs in coordination with BSNL. Gujarat has signed agreements and initiated RFPs, Odisha has approved implementation via BSNL, Andhra Pradesh has formed an SPV and is finalizing agreements, Tamil Nadu has approved the utilization component, while Maharashtra, Telangana, Chhattisgarh, and Jharkhand are in the process of forming SPVs.

Overall, ABP marks a strategic shift to a utilizationdriven, servicefocused broadband program, combining advanced technology, longterm operations, demandbased expansion, and strong governance. It is a key enabler of Digital India, ensuring equitable access to digital services across rural and remote regions.
