The State of Assam was taken up first for implementation. An Agreement was signed with BSNL, the successful bidder, on 12.02.2010 as outcome of the tender for implementation of this scheme in Assam. Total 354 nodes (Blocks/ important towns) are to be commissioned in 27 Districts for which subsidy of Rs. 98.89 Crore is to be provided by USO Fund to BSNL.
As per the terms and conditions of the agreement signed, at least 70% of the subsidized bandwidth capacity, created under the scheme, shall be shared by BSNL with the licensed service providers in the area of Assam at a rate not more than 26.22 % of the current TRAI ceiling tariffs.
Roll out period extended upto 30.09.2016 for installation of balance 9 nodes in two districts of Assam (North Cachar and Karbi Anglong) and 6 additional BHQ nodes
